In an Instant Payment World, Heightened Security Is Non-Negotiable

With the widespread adoption of instant credit transfers, payment fraud now unfolds in a matter of seconds. On top of that, fraudsters are deploying increasingly sophisticated social engineering tactics—social engineering fraud soared by 37% in the first half of 2025 alone.

Faced with threats that bypass traditional strong customer authentication (SCA), isolated tech defenses are no longer enough. The industry must now leverage collective intelligence.

The Treezor Answer: FNC-RF Integration-as-a-Service

Since May 7, 2026, French law (the “Labaronne Law” of November 6, 2025) requires Payment Service Providers (PSPs) to connect to the Fichier National des Comptes signalés pour Risque de Fraude (FNC-RF—the National Registry of Accounts Flagged for Fraud Risk).

As a leading electronic money institution, Treezor builds this regulatory requirement straight into the core of its offer. We allow you to benefit from this centralized registry managed by the Bank of France to protect your end clients, without having to manage the technical complexity of connecting to the national network.

Key Features of Our FNC-RF Prevention Module

1

Real-time access to shared intelligence: Our service queries the FNC-RF to check whether a destination IBAN has been flagged as suspicious by another institution in France.

2

Automated reporting lifecycle management: As an account-servicing PSP, Treezor handles the regulatory obligation to process alerts “without delay” and report the required status updates back to the central file.

3

Synergy with Verification of Payee (VoP): The FNC-RF framework complements Verification of Payee. While VoP checks the match between the recipient’s name and IBAN, the FNC-RF signals whether that account is subject to an active fraud alert. Our solution adapts to the lifecycle of these alerts: an IBAN is first declared by a PSP to open an investigation. Following analysis, the account-servicing institution either clears the alert or confirms the fraudulent status (which typically leads to account restrictions and closure).

Key Benefits of the Service

Safeguard Your Users’ Trust

Prevent your clients’ funds from being sent to accounts tied to money mule networks or fraudsters, whose active lifespan is now significantly shortened thanks to cross-industry data sharing.

Secure Your Legal Position

By warning the client before executing the transfer based on FNC-RF data—and documenting their decision to proceed—you build a bulletproof audit trail demonstrating that your duty of care (devoir de vigilance) was fully met.

Delegate Complex Regulatory Compliance

Reporting and investigation requirements are strict and strictly supervised by the ACPR, with an explicit prohibition against using this registry as a simple, automated “black list.” Treezor takes on this technical and operational burden for you.

Stay One Step Ahead of European Regulations

France’s FNC-RF foreshadows the architecture of the future European fraud information-sharing framework mandated by the PSR regulation and the upcoming FRIDA network (expected around summer 2028). By integrating this component today, your product is built from day one to comply with future European standards (PSD3/PSR)
